Pennsylvania sets different age thresholds depending on the type of vessel and its engine power. There is no single universal minimum age for boating in the state.
The minimum age to operate a motorboat with an engine greater than 25 horsepower is 12 years old. Operators aged 12 and above must also hold the Pennsylvania Boating Safety Education Certificate if they were born on or after January 1, 1982.
Children 11 and under cannot operate a motorboat above 25 HP under any circumstances. There is no supervision exception, no parental permission waiver, and no temporary authorization that allows this.
Pennsylvania does not set a minimum age for operating motorboats with 25 HP or less. A child of any age can legally operate a small motorboat, trolling motor–equipped fishing boat, or electric-powered vessel as long as the engine does not exceed 25 horsepower.
While this is technically legal, the PFBC recommends that young children only operate small boats under direct adult supervision.
There is no age restriction for paddling a kayak, canoe, rowboat, or stand-up paddleboard. Children should always wear properly fitted life jackets, and Pennsylvania law requires PFDs for all children 12 and under on boats 20 feet or shorter and on all canoes and kayaks.

The passenger restriction for young operators is unique to PWCs. It does not apply to motorboat operation. A 14-year-old with a BSEC can legally carry a 16-year-old passenger on a jet ski but cannot carry a 13-year-old.

Pennsylvania uses a birth date cutoff to determine who needs the Boating Safety Education Certificate for motorboat operation. If you were born on or after January 1, 1982, you need the BSEC to operate a motorboat over 25 HP.
If you were born before that date, you are not required to have the certificate for motorboat operation. However, this birth date exemption does not apply to PWC operation — all PWC operators need the BSEC regardless of when they were born.
This rule was designed to gradually phase in mandatory boating education. Over time, a larger share of the boating population will be required to hold the certificate.
Pennsylvania law does not have a formal adult supervision requirement for boaters aged 12-17 who hold the BSEC. If a 12-year-old has passed the boating safety course, they can legally operate an eligible vessel without an adult on board.
That said, the PFBC recommends adult supervision for all operators under 16, and many rental companies and marinas have their own policies requiring adult accompaniment for minors.
