Pennsylvania accepts valid boating safety certificates from other states for up to 60 days. Your boat must be registered in your home state, and you must follow all Pennsylvania boating laws while on PA waters. Pennsylvania recognizes NASBLA-approved boating safety certificates from all 50 states. If you are visiting Pennsylvania for 60 days or fewer, you can operate a boat on Pennsylvania waters using your home state’s certificate.
To qualify, you must meet two conditions: you must hold a valid boating safety education certificate from your home state, and your boat must be registered in your home state. If either condition is not met, the exemption does not apply.
Pennsylvania’s equipment requirements may differ from your home state. It is your responsibility to comply with Pennsylvania regulations while operating on PA waters.
Visitors from outside the United States receive a 90-day exemption. During this period, you do not need a Pennsylvania BSEC, but you must still comply with all other Pennsylvania boating laws, registration requirements, and safety equipment rules.
If your visit extends beyond 60 days, or if you establish Pennsylvania residency, you are required to obtain the Pennsylvania BSEC. You must also register your boat in Pennsylvania if it will be primarily operated on PA waters.
