Prior to October 1, 2024, nonresidents could operate motorized vessels on Alabama waters for up to 45 days per year without holding any boater safety certification. That exemption no longer exists.
Under the updated law, every nonresident 12 years of age or older must have one of the following before operating a motorized vessel in Alabama:
If you already hold a boater safety certification from another U.S. state, you can use it in Alabama as long as it is current and valid. Alabama recognizes NASBLA-approved certifications from all states. Keep your card or a digital copy on you while operating—ALEA Marine Patrol officers can ask to see it.
If your home state does not require boater education, or if you don’t currently hold a valid certification, you can obtain an Alabama Nonresident Boater Safety Certification. The process is the same as for residents:

The rental vessel exemption still applies to nonresidents. If you rent from a licensed Alabama boat rental business and the rental contract meets all statutory requirements (instruction provided, contract signed, copy on board), you are exempt from the certification requirement during the rental period. An Alabama Boater Safety Certification is NASBLA-approved, which means most other states will recognize it. However, each state sets its own rules, and some may have additional requirements. Always check the specific boating laws of the state you plan to visit before heading out.
The law change was driven by safety concerns. Alabama’s waterways attract a large number of out-of-state visitors, particularly on popular lakes and along the Gulf Coast. Requiring nonresidents to hold some form of boater education certification brings Alabama in line with the approach taken by most other states and helps ensure that everyone operating on Alabama waters has a baseline level of safety knowledge.
