In Ohio, boating safety regulations require the use of U.S. Coast Guard (USCG)-approved Personal Flotation Devices (PFDs), commonly called life jackets, to prevent drowning—the leading cause of unintentional injury death among recreational boaters. Ohio’s laws align with federal regulations and state-specific requirements enforced by the Ohio Department of Natural Resources (DNR) Division of Parks & Watercraft.
Ohio Revised Code § 1547.01 and § 1547.02 mandate specific PFD requirements for different vessel types and operator ages. Understanding these regulations is essential to avoid fines, maintain compliance, and most importantly, protect yourself and your passengers.
Ohio law is clear: all children age 10 and under must wear a USCG-approved life jacket while underway on vessels 18 feet or under. This requirement applies to all recreational boats under this size limit, including center consoles, open recreational boats, and cruisers. The child must be actively wearing the PFD—not simply having it on board.
For vessels over 18 feet, children 10 and under are still strongly recommended to wear life jackets, though not legally mandated. However, boat operators have a duty of care, and failure to ensure child safety could result in additional legal liability in the event of an accident.

Ohio has strict rules for jet skis and other personal watercraft (PWCs). Both operators and passengers must wear a USCG-approved life jacket at all times while operating a PWC. Unlike recreational boats where adults may simply have a PFD on board, PWC regulations require the PFD to be actively worn. This zero-tolerance policy reflects the inherently higher-risk nature of PWC operation.
The USCG approves five types of Personal Flotation Devices:
Inflatable PFDs are approved for general recreational boating by the USCG. However, Ohio regulations impose specific restrictions: inflatable PFDs are not approved for children under 16 years old and cannot be used by PWC operators. For children, only inherently buoyant PFDs (Type I, II, or III) are permitted. This restriction ensures maximum safety for minors, as inflatable devices may not deploy reliably in all water conditions.
Violating Ohio’s PFD requirements carries serious penalties. Operating a vessel without required life jackets on board can result in civil citations with fines up to $100 for first offenses, with increased penalties for repeat violations. More importantly, if a child is injured or drowns due to lack of a required life jacket, criminal charges and civil liability may apply.
Ohio DNR enforcement officers conduct regular patrols on the state’s waterways and actively check for PFD compliance. The penalty is not worth the risk.
