NASBLA Approval: Your Ticket Across State Lines

Ohio’s boater education card is NASBLA-approved. NASBLA is the National Association of State Boating Law Administrators, an organization that establishes uniform standards for boating education across the United States. Because Ohio is a NASBLA member state and its boating education program meets NASBLA standards, Ohio boater education cards are recognized by all other NASBLA member states.

This means when you travel to another state with your Ohio boater education card, that state will recognize your certification as satisfying their boating education requirement.

Education Card ≠ Automatic Compliance with All State Laws

This is a critical distinction: your Ohio boater education card satisfies only the education requirement. It does NOT exempt you from any state’s unique boating laws, equipment requirements, or regulations. Each state has its own boating code, and you must comply with all of it—whether you have an education card or not.

For example, some states have stricter horsepower limits than Ohio, different speed restrictions in certain zones, unique navigation light requirements, or specific PFD regulations. Your Ohio card says you’ve been educated about boating safety—it doesn’t exempt you from following that state’s specific laws. 

You must research the destination state’s boating regulations and ensure your vessel complies with their requirements.

States That Require Boating Education

Many states (nearly all NASBLA members) now require boating education. When you visit these states, your Ohio boater education card satisfies their educational requirement. You won’t need to take another boating course or purchase a separate card.

However, some states have age-based requirements—they might require only certain operators (often those under 18 or 21) to have an education card. Check the destination state’s specific rules. Your Ohio card still satisfies the requirement if you fall into that category.

States Without Mandatory Boating Education

A handful of states do not mandate boating education for any operators. In those states, you won’t need your boating card at all—but you’re still subject to all other boating laws (vessel registration, equipment, age restrictions, etc.). The fact that your Ohio card exists doesn’t change any state’s other requirements. You still must follow their boating code in its entirety.

Vessel Registration and Long-Term Stays

Your boating education card is portable across states, but vessel registration is not. If you bring your boat to another state for a short vacation, you generally can operate with your Ohio registration and education card. However, if you establish residency in another state or keep your vessel there for an extended period, you may need to register that boat in the new state’s system.

Different states have different rules about what constitutes “long-term” presence. Some states require registration if the vessel stays more than 30 days; others use different timelines. Research the specific state’s requirements before your trip. 

If you plan to relocate permanently and take your boat with you, you’ll need to handle proper deregistration in Ohio and registration in your new state.

Always Carry Your Ohio Boater Education Card

Law enforcement can stop vessels on any waterway for compliance checks. When you’re boating in another state, carry your Ohio boater education card aboard your vessel. If an officer asks for proof of education, show your card. 

Because it’s NASBLA-approved, officers in any NASBLA member state will recognize it as valid proof. This avoids potential fines or other complications. Keep the card in a waterproof case to protect it from water damage.

Research Your Destination State’s Boating Laws

Before boating in any other state, research that state’s specific boating regulations. Look for:

  • Horsepower limits by lake or waterway, 
  • Speed limits and no-wake zones, 
  • Required safety equipment (PFDs, fire extinguishers, lights), 
  • Vessel registration requirements and reciprocal recognition of out-of-state registrations, 
  • Age-based operator restrictions, 
  • Alcohol and BUI laws, 
  • Towing and water sports regulations

State boating agencies post this information online. A quick search for “[State Name] boating regulations” will direct you to their official resources. Taking 10 minutes to review these rules before your trip prevents problems with local law enforcement and ensures you’re respecting that state’s waterways.
