Commercial Thrill Craft Zones

Commercial thrill craft zones are small, state-designated areas where commercial operators (rental companies) are authorized to offer jet ski rides. These zones are typically a 200-foot radius circle located within an Ocean Recreation Management Area (ORMA). Rental customers who complete a mandatory safety demonstration can ride within these zones without holding a Boater Education Card or thrill craft certification. However, they cannot leave the designated zone.

Recreational (Private) Thrill Craft Use

If you own your own thrill craft and hold both the Boater Education Card and the Thrill Craft Operator Certification, you are not confined to commercial zones. You may operate in state waters, subject to all applicable thrill craft rules including speed limits, shoreline distance requirements, PFD mandates, and daylight-only operation. Recreational thrill craft may only enter state waters from a designated launching or harbor facility or directly from private beachfront property.

Ocean Recreation Management Areas (ORMAs)

Hawaii’s ORMAs are designated zones along the coastline where ocean recreation activities are managed by DLNR/DOBOR. These areas set rules for how different activities — surfing, swimming, boating, thrill craft, and diving — coexist in the same waters. Commercial thrill craft zones exist within ORMAs, and the specific rules for each zone may vary by island and location.

Launch and Access Rules

You cannot simply carry a jet ski to any beach and launch from the sand. Recreational thrill craft must gain access to state waters from a designated launching ramp, harbor facility, or private beachfront property. This rule exists to manage waterway congestion and protect swimmers and other ocean users near public beaches.

Speed Restrictions Near Shore

Thrill craft must operate at slow-no-wake speed within 300 feet of any shoreline. This is a stricter rule than the standard 200-foot slow-no-wake zone that applies to other motorized vessels. In certain areas like Waikiki, the no-wake buffer extends to 500 feet.
