Exam Format

The final exam consists of 60 multiple-choice questions drawn from all nine chapters of the boating safety course. Each question has illustrated images to help explain the concept being tested. Questions are reviewed and approved by the Hawaii Department of Land and Natural Resources (DLNR) for state-specific content and by NASBLA for general boating safety topics.

Passing Score

You must answer at least 48 out of 60 questions correctly — that is an 80% passing threshold. This is standard across NASBLA-approved boating courses. The exam is not designed to trick you. If you have worked through the course material and paid attention to the chapter quizzes, you should be well prepared.

Time Limit and Retakes

There is no time limit on the exam. You can take as long as you need to read each question carefully and select the best answer. If you do not pass on your first attempt, you can retake the exam as many times as needed at no extra charge. There is no penalty for retaking, and you do not need to redo the course chapters before trying again.

Topics Covered on the Exam

The 60 questions are pulled from across the full course curriculum:

  • Boating terminology and definitions
  • Boat types, hull shapes, and capacity calculations
  • Required safety equipment (PFDs, fire extinguishers, flares, navigation lights)
  • Trip planning, weather awareness, and float plans
  • Safe operation including speed management and docking
  • Navigation rules, buoys, markers, and right-of-way
  • Emergency procedures (man overboard, capsizing, fire, distress signals)
  • Hawaii-specific boating laws and DLNR/DOBOR regulations
  • Ocean safety conditions specific to Hawaiian waters

Each of the nine chapters ends with a 10-question practice quiz. These quizzes are not graded, but they closely mirror the types of questions on the final exam. If you are getting quiz questions wrong, revisit that chapter before moving on.

Focus on Hawaii-Specific Rules

Several exam questions focus specifically on Hawaii boating laws — things like the slow-no-wake rule within 200 feet of shore, thrill craft regulations, the 0.08% BAC limit for BUI, and whale protection rules. These are unique to Hawaii and will not be covered in generic boating knowledge.

What Happens After You Pass

Once you score 80% or higher, your Boater Education Card is generated instantly and available for immediate download. This digital certificate is your official proof of completion and is valid on the water. You can save it to your phone, print it out, or both. You may also register with the DOBOR Certified Boater Registry as a free backup record of your certification.
