Oregon PWC and Jet Ski Regulations: Age, Speed, and Safety Rules

Minimum Age Requirements

Oregon has strict age requirements for personal watercraft operation. No one under 16 years old may operate a PWC unless an adult who is 18 years or older and holds a boater education card is present on the vessel with them. This requirement ensures that young operators have experienced adult supervision and guidance. 

For operators between 12 and 15 years old, an adult with a boater education card must be present while they are operating the PWC. This supervision requirement recognizes that PWCs require skill and responsibility beyond what younger operators might possess.

Boater Education Card Requirements

All PWC operators who are 16 years or older must possess a valid boater education card from Oregon or from another NASBLA-approved state. The boater education card demonstrates that the operator has completed a sanctioned course covering water safety, navigation rules, equipment requirements, and responsible boating practices. 

Oregon offers OSMB-approved boating safety courses both online and in-person. The boater education card must be carried at all times while operating a PWC. This requirement helps ensure that all operators have a baseline understanding of safety principles and water laws.

PWC Rental Restrictions

Oregon law prohibits renting personal watercraft to anyone under 18 years old. This age restriction reflects the skill and responsibility required to operate a PWC safely. Even if a young person has a boater education card, rental facilities cannot lease a PWC to anyone under 18. 

Renters must be at least 18 years old and possess a valid Oregon boater education card or an equivalent card from another NASBLA-approved state. Rental shops are required to verify identification and education card status before renting any PWC.

PFD Requirements for PWC Riders

All personal watercraft riders must wear U.S. Coast Guard-approved personal flotation devices at all times. This is one of the strictest PFD requirements in Oregon boating law, with no exceptions. PWCs are high-speed vessels that can throw riders into the water quickly, making a worn PFD essential. 

The PFD must fit properly and be worn correctly, not just stored aboard. Choose a PFD that is comfortable for the activity and allows freedom of movement while keeping you properly supported in the water.

Engine Cutoff Lanyard Requirements

Every personal watercraft must be equipped with an engine cutoff lanyard, also called a kill switch. The operator must wear the lanyard at all times. 

If the operator falls off the PWC, the lanyard automatically shuts off the engine, preventing the vessel from continuing to move in circles or striking the operator. This safety feature has saved countless lives and is non-negotiable for safe PWC operation. 

Regularly test the lanyard to ensure it functions properly.

Wake Jumping and Safety Rules

Wake jumping near other vessels is prohibited in Oregon waters. This restriction exists because wake jumping can create unpredictable vessel movements that endanger other boaters. Operators must maintain control of their PWC at all times and operate at speeds appropriate for water conditions. 

Never operate a PWC in a reckless manner or engage in activities that could endanger other people on the water. Responsible PWC operation protects not only the operator but everyone sharing the waterway.
