Who Can Operate a Boat

In Ohio, individuals born on or after January 1, 1982, must complete a NASBLA-approved boating course or pass a proficiency exam to operate a powercraft over 10 horsepower. Proof of certification must be carried on board.

Education Requirements

Boaters born on or after January 1, 1982, must obtain a Boater Education Certificate, which can be earned through an approved safety course or proficiency exam.

Life Jacket Laws

All vessels must have a U.S. Coast Guard-approved PFD for each person on board. Children under 10 must wear a PFD on boats under 18 feet. PWC users and those being towed must also wear PFDs.

Required Safety Equipment

  • Fire Extinguishers: Required for vessels with enclosed fuel or engine compartments.
  • Navigation Lights: Mandatory for nighttime operation.
  • Sound-Producing Devices: Must have a whistle or horn.
  • Visual Distress Signals: Required on federally controlled waters.

Safe Operation & Navigation

  • Reckless Operation: Operating carelessly or at excessive speeds is prohibited.
  • Alcohol Use: Boating under the influence is illegal.
  • Navigation Rules: Boaters must follow standard navigation protocols.
  • Restricted Areas: Follow posted restrictions, including no-wake zones.

Towed Water Sports

  • Observer Requirement: Boats must have a 10+ year-old observer monitoring the towed person.
  • PFD Requirement: Those being towed must wear a U.S. Coast Guard-approved PFD.
  • Time Restrictions: Towing is not allowed between sunset and sunrise.
  • Restricted Areas: Towing is prohibited in swim zones.

Personal Watercraft (PWC)

  • Age Restrictions: Must be at least 16 with a Boater Education Certificate.
  • PFD Requirement: All PWC riders must wear a U.S. Coast Guard-approved PFD.
  • Lanyard Use: Engine cutoff switch lanyards must be attached if equipped.
  • Operational Hours: PWCs cannot be used between sunset and sunrise.
  • Reckless Operation: Dangerous maneuvers, such as wake jumping too close to other boats, are banned.
