Take an Official State-Approved Boater Safety Course
Overview
Texas has specific requirements for boaters who wish to operate a charter vessel on inland waters.
Texas requires a Party Boat Operator License for operators of vessels that:
Are operated for hire
Carry more than six passengers
Are longer than 30 feet
Operate on inland waters of Texas
This license applies to commercial party barges, event charter boats, and similar vessels used for tours, celebrations, or group outings.
Exemptions include:
Operators holding a valid USCG OUPV (“6-pack”) or higher Master license
Vessels carrying six or fewer passengers
Vessels shorter than 30 feet
Private recreational (non-charter) use
To obtain the Texas Party Boat Operator License, applicants must:
Be at least 21 years old
Complete supervised operating experience consisting of:
Four hours observing a licensed operator, and
Four hours operating a party boat on open water under supervision
Pass a written examination administered by TPWD
Submit the license application and required documentation to TPWD
Pay applicable licensing fees
The Party Boat Operator License is issued by TPWD for a one-year term and must be renewed annually to remain valid. Licenses are non-transferable and renewal requires maintaining compliance with state boating laws and safety regulations.

TPWD regional offices can also assist with application submission and scheduling.
Operators intending to carry passengers on coastal waters, bays, or other federally navigable waters may require a U.S. Coast Guard OUPV or Master license rather than the TPWD Party Boat License. The USCG credential also satisfies Texas requirements under exemption.
In addition to licensing, party boat operators are responsible for compliance with:
Coast Guard–approved PFD carriage
Fire extinguishers and suppression systems
Passenger counts and capacity signage
Navigation lighting
Liability insurance (often required by marinas)
Operating a party boat without the required license is a violation under the Texas Parks & Wildlife Code and may result in fines, penalties, or suspension of operating privileges.
