Oregon’s boater education rules apply to both adults and youth operators. A person age 16 or older needs a Boater Education Card to operate a powerboat (including a PWC) with a motor greater than 10 horsepower, and youth ages 12–15 have additional operating requirements based on horsepower and adult supervision.
