All motorized vessels operating in New York waters must be registered with the Department of Motor Vehicles. This includes powerboats, personal watercraft (jet skis), sailboats with auxiliary motors, and any other vessel propelled by an inboard or outboard motor.
Non-motorized vessels such as canoes, kayaks, rowboats, and sailboats without motors do not require registration. However, if you install a motor on a previously non-motorized vessel, registration becomes mandatory.
Federal documentation may provide an alternative to state registration for vessels that meet certain size requirements. Vessels with valid USCG documentation may not require state registration, but confirming this with the DMV is advisable.
New York structures registration fees based on vessel length, with fees covering a 3-year registration period:
Vessels under 16 feet: $22.50 (plus $3.75 surcharge)
Vessels 16 to 26 feet: $45 (plus $12.50 surcharge)
Vessels over 26 feet: $75 (plus $12.50 surcharge)

To register your boat in New York, you’ll need:

– Your New York driver’s license or other government-issued ID

If you’re registering a used boat, you may need a title transfer form if the vessel has a title issued by New York or another state.
Registration can be completed through three methods:
Online: The NYS DMV website offers online registration for boats not requiring inspection. You can complete the process entirely online and receive your registration electronically.
By Mail: Download the registration form from the DMV website, complete it with required documentation, and mail it to your local DMV office. Processing time by mail is typically 2-3 weeks.
In Person: Visit your local DMV office with all required documents. In-person registration is typically processed immediately, and you’ll receive your registration certificate and decals on the spot.
Registration renewal is required every 3 years. The DMV sends renewal notices approximately 30 days before expiration. Renewal is straightforward—you can renew online or in person at the DMV.
To renew, you’ll need:
– Your current registration certificate
– Updated insurance information (if required)
– Your New York driver’s license
Online renewal is the quickest method, allowing you to complete the process from home without visiting the DMV. Renewed registration is valid for another 3-year period.
New York requires boat titles for vessels that are 14 feet or longer and manufactured in 1987 or later. A title serves as proof of ownership and is required when financing or selling a vessel.
Title application requires:
– Registration certificate
– Bill of sale
– Proof of sales tax payment
– Hull Identification Number (HIN)
The title fee is $50 and is a one-time cost. Title replacement costs $25 if your original title is lost. Titles transfer when you sell your vessel—the new owner must obtain a title in their name.
If you move to New York with a vessel registered in another state, you have up to 90 days to comply with New York registration requirements. You must then register the boat in New York and comply with all state boating laws and safety equipment requirements.
Vessels temporarily visiting New York from out of state (less than 90 days) may operate under their home state registration provided they comply with New York boating laws and have proof of their home state registration aboard.
The registration process is streamlined for out-of-state transfers. You’ll need your out-of-state registration certificate, proof of ownership, and proof of sales tax payment (or exemption for out-of-state purchases).
