Each year, boating accidents lead to serious injuries and fatalities. Many are caused by inexperience or lack of proper education, which is why Hawaii requires ALL motorboat and personal watercraft (PWC) operators to complete a safety course and carry proof of certification, often referred to as the Hawaii Boating License (more precisely, a Boater Education Card).
This certification demonstrates you’ve completed a state-approved boater safety education course and understand Hawaii’s unique marine rules. The program is overseen by the Hawaiʻi Department of Land and Natural Resources (DLNR), Division of Boating and Ocean Recreation (DOBOR).
In Hawaii, the “boating license” is actually a Boater Education Certificate, given once you successfully complete a NASBLA-approved boating safety course that includes content specific to Hawaii waters.
Once earned, the card does not expire and is valid for life. It must be carried aboard any vessel you operate when required by law.
Under Hawaii law, anyone operating a powerboat with more than 10 horsepower in state waters must have completed a NASBLA and State-approved boater safety course and carry proof of certification aboard the vessel.
If you’re under 16, you must hold the certificate and be actively supervised by someone 21 years or older who also holds the same certification.

Operators with a valid USCG Merchant Mariner Credential
Vessels powered by 10 hp or less
Visitors on a voyage through Hawaiʻi lasting less than 60 days
Operators of thrill craft in designated commercial thrill zones
Renters who receive an approved safety briefing from the livery (subject to certain conditions)
